When locke meets Celes during the occupation of South Figaro, she's being held in a basement as an Imperial prisoner for betrayal - she had been a general but realized the evil of the Empire's ways. Infused with esper's magic as a baby, Celes grew up with natural magical powers just as Terra did.
Special Skill: RUNIC
When equipped with a sword, Celes can use it to absorb magic (and only magic) attacks and turn them into MP for herself. (*Be aware that this will also absorb spells cast by allies, making this skill not quite as useful as it seems at first.) Note that there are some spells that cannot be absorbed.
